Carolyn Shah Moehringer, PE

President

As founder and President of CSM, Carolyn Shah Moehringer develops strategies to ensure the long-term financial viability of the firm.  She promotes an environment that reflects the company’s values, encourages good performance, and rewards productivity.  Carolyn monitors personnel policies and procedures that conform to current laws and regulations, and evaluates in-place systems and procedures.  Prior to forming CSM, she served in various management capacities at Shah Associates and managed many design projects for governmental agencies and local municipalities. Her dedication and enthusiasm for the engineering profession has served as an inspiration for her employees and is reflected through CSM’s employee retention and loyalty.

Carolyn was recognized in the engineering industry as a recipient of the Distinguished Service Award and Young Engineer of the Year Award from the New York State Society of Professional Engineers (NYSSPE), New York State Chapter. She has been an active member of the American Council of Engineering Companies (ACEC) of New York as Vice President and MTA-Committee Member. Carolyn served as the ACEC chapter’s Treasurer and Secretary. Carolyn is also a board member of the NYSSPE, ACEC, Society of Women Engineers, American Society of Military Engineers, and the Engineers Joint Committee of Long Island. She was recently honored as a recipient of the Premier Business Women of Long Island award.

A graduate of Polytechnic Institute of New York University, Carolyn holds a B.S. in Civil Engineering and M.S. in Science Management. She is a New York State-licensed Professional Engineer.

Hiara P. Guevara

Managing Director

With over 20 years of management experience predominantly in the Engineering / Construction industry, Hiara is involved in the day-to-day operation of the firm and spear-heads efforts in human resource management, finance, project billing, project management, benefits administration, and marketing processes.  She enhances and/or develops, implements and enforces policies and procedures of the firm by way of systems that will improve the overall operation and effectiveness of the firm.      

She has received certifications from the:

  • Society for Marketing Professional Services: The Basics of Business Development in the A/E/C Marketplace

She holds a Bachelors of Arts in Communications from the University of Albany.

Carlo A. Casoria, PE

Consultant

Carlo has diversified construction experience for over 40 years  primarily in construction inspection and contract administration. His career began as a New York State Department of Transportation (NYSDOT) Highway Engineer and eventually embarking on long relationships with construction agencies such as the New York City Department of Environmental Protection (NYCDEP) and the New York City Department of Design and Construction (NYCDDC). While administering projects with those agencies, many such contracts included extensive participation and joint coordination with other City agencies such as the Department of Transportation (NYCDOT), Department of Parks & Recreation, Department of Sanitation (NYCDOS), and Economic Development Corporation (NYCEDC). After a diversified career in the public sector, Carlo entered the private sector and participated in the management and administration of construction projects involving various agencies.

A New York State-licensed Professional Engineer, Carlo holds a B.S. in Engineering from the City University of New York. He is a member of the NYSSPE and ACEC.

Ralph Csogi, PE

Consultant

Mr. Csogi is an experienced and well respected engineer, who is highly proficient in design and construction management.  He has spent the majority of his career on major, complex transportation construction projects in the New York/New Jersey area.  Additionally, he has managed design projects, and served as Resident Engineer and Project Manager on some of the region's largest construction projects. 

He has been an active participant on many transportation related associations and committees to further the goals of the profession. Some notable projects which Mr. Csogi has managed are:

  •  NJ Turnpike, Interchange Widening Program, Constructability Consultant, $2.7 billion contract

  • Reconstruction of the Williamsburg Bridge, $1.3 billion

  • Reconstruction of the Manhattan Bridge, $1.2 billion

  • Long Island Expressway/Cross Island Parkway Interchange, Exits 29-32, $147 million contract

  • Rehabilitation of the Brooklyn-Queens Expressway (I-278), Park Avenue Viaduct

  • Belt Parkway Bridges Program Management Services
