Agency: New York City Department of Environmental Protection

Location: Manhattan, New York

Cost of Construction: $202 million

Completion Date: 2011

As a subconsultant to Malcolm Pirnie, Inc., CSM provided professional construction engineering inspection services related to the construction of the North River Water Pollution Control Plant located on the Hudson River west of the West Side Highway from 137th Street to 145th Street.

A multi-phase "contain and treat" solution was created that included fiberglass covers over the primary clarifiers.  With odor-laden air drawn off for treatment by chemical scrubbers and activated carbon units, other systems captured odorous gas leaks and protected worker safety.  Work included structural repairs to the existing concrete floors and walls that were demolished for the installation and facilitation of the work required on the project.

Project highlights included:

▪ Innovative/advanced technologies

▪  New work and expansion/upgrade of facility

▪  Odor control; odor/air emissions
